We regard the Kyoto global warming treaty as a junk science product which poses a major
threat to our economy as well as to U.S. Sovereignty generally. We wish to see safeguards
against his possible attempts to get the separate components of that treaty implemented in
piecemeal fashion by means of Executive Orders.

In our letter to you of January 16, 1998, we requested information concerning the legal
limits that apply to Executive Orders and to U.N. agreements at sub-treaty levels made
without Congressional approval. We are anxiously awaiting your response. Those problems

Fred Ferrazzano wrote Mr. Hanley requesting Grolier to add an article about the use of
Executive Orders. He mentioned that the recent controversy makes this especially relevant.
Mr. Hanley replied that their editorial department requires considerable time to
commission, edit, and post such an article.

ergo the Rhodes Scholar and lawyer who manipulates the English language so adroitly must
be guilty of lying under oath before a competent tribunal, upon a point material to a
