Dear Senator Kelly:
I am sending this correspondence as a follow-up to the attached letter which was sent to you on March 12, 1998. The author of the letter is concerned that the Lennox School District may have been in error in allowing a permit for the use of its facilities for the purpose of a public meeting.
A community forum was held on March 3, 1998 at the Lennox Middle School Cafeteria, 11033 Buford Avenue. If the forum was announced in the Los Angeles Times, the Latino Beat, or any other publication as having been held by the District, that statement would be in error. The permit, which was granted, was taken out by a local chapter of the California Association of Bilingual Educators (CABE) and was granted under what is generally referred to as the Civic Center Act, Section 38131 of the Education Code.
Prior to the date of the meeting, I was contacted by the District Attorney's Office and provided the above information, as well as responded to other questions. The representative from the District Attorney's Office, as well as the District's own legal counsel did not indicate that there was anything inappropriate about the public meeting being held, so long as the same access to the facility that was provided for this particular group would also be provided for other similar groups which might request the same usage. I hope this helps to clarify the matter for you.
