The questions of Executive Orders and Proclamations, i.e. definitions, authority to issue, evolution of usage, Congressional oversight, etc. are briefly addressed by the Congressional Research Service in The Library of Congress publication 95-772 A .

A more definitive treatment by Grolier would be a most desireable adjunct to your otherwise outstanding compendium of encyclopedic articles on the American Presidency.

Please advise as to the possibility of such a section being added in the near term.
