Thank you for contacting me again regarding the Kyoto agreement and Presidential Executive Orders. I always appreciate hearing your thoughts on this matter.
As you requested, I have enclosed a report prepared by the Congressional Research Service (CRS) which discusses at length the President's authority to execute Executive Orders and options that Congress can consider in response. In addition, as you requested I have enclosed a CRS report on Global Climate Change along with a review of congressional legislation pending on this subject and hearings held by congressional committees on this issue. Also included is a recent Congress Daily story that highlights an upcoming General Accounting Office report that criticizes the President's climate change negotiators.
Like you, recent reports deeply concern me that President Clinton may have endangered U.S. national security by providing a waiver that allowed the export of sensitive technologies to China. I have enclosed a news release from the Committee on International Relations that discussed a recent vote in Congress that will indefinitely suspend all exports of U.S. satellites to China. In addition, the House is in the process of forming a special task force to thoroughly investigate this issue. The Chairman of the special Committee will be Rep. Chris Cox (R-CA). Please be assured that I will closely monitor this issue with your concerns firmly in mind.
